4. On the assumption that the Chiefs of Staff are prepared t. accept the above suggestion, I am instructed to send for their concurrence the draft of a telegram to H.M. Ambassador, Chungking.
5. A copy of this letter is being sent to the Colonial Office also sith a request for con- currence in the drift telegram. A copy is also being sent to the Dominion Office in view of the Cenadin interest.
